NYSTRS Form RET-54: Filing Your Retirement Application Step by Step
What Form RET-54 Does
Form RET-54 is the Application for Service Retirement — the single document that initiates your NYSTRS pension. When you submit it, you're doing four things at once: setting your effective retirement date, electing your benefit payout option, naming your beneficiary (if applicable), and authorizing NYSTRS to begin processing your pension.
You can file through the MyNYSTRS online portal or submit a physical paper form. Paper submissions require notarization.
The 90-Day Filing Window
NYSTRS accepts Form RET-54 beginning 90 calendar days before your chosen effective retirement date and through the effective date itself. For a July 1 retirement, that window opens around April 2 and closes July 1.
Filing early in the window is a strategic choice, not just an administrative preference. Applications received at least 30 days before the effective date give NYSTRS enough processing time to deposit your first pension check on the last business day of your retirement month. Late filings push that first payment to the following month.
What You'll Need When Filing
Before you sit down with the form, gather these:
- Your chosen effective retirement date — must be at least one day after your contract expires (July 1 for June 30 contracts)
- Your benefit payout option selection — Maximum, Joint & Survivor (100%, 75%, or 50%), Pop-up (100%, 75%, or 50%), or 5-Year/10-Year Guarantee
- Beneficiary information — full legal name, date of birth, Social Security number, and relationship
- Proof of beneficiary's age — birth certificate, passport, or valid driver's license (required for survivor options)
- Federal tax withholding preferences — you'll complete Form W-4P or the equivalent screen in MyNYSTRS
Submit Form GRE-54 (Direct Deposit Authorization Agreement) with a voided check at the same time to ensure electronic payment from the first payroll cycle.

The 14-Day Withdrawal Window
After your effective retirement date, you have exactly 14 calendar days to withdraw your application or change your effective retirement date. Notify NYSTRS in writing or through secure messaging within this window. After day 14, the retirement itself is final.
Changing Your Option: Form RET-54.6
Made your payout option election on RET-54 but having second thoughts? Form RET-54.6 (Election of Retirement Benefit) lets you change your benefit option or primary beneficiary designation within 30 calendar days after your effective retirement date.
After day 30, the election becomes permanently irrevocable. The option you've chosen at that point stays with you for the rest of your life.
Common reasons people use the 30-day window:
- Reconsidering the tradeoff between Maximum and a survivor option after seeing the actual dollar reduction
- A change in beneficiary circumstances (health diagnosis, relationship change)
- Realizing a Pop-up option provides better protection than a standard Joint & Survivor at a modest additional cost
If you're filing RET-54.6, have it ready before day 25. Mailing delays or portal issues on day 29 create real risk.
Online Filing vs. Paper
The MyNYSTRS portal walks you through each section and validates entries as you go. It also lets you track processing status after submission. Paper filing requires a notarized signature and certified mail is recommended to confirm receipt.
Most members file online. The only situation where paper may be preferable is if you're filing under a Power of Attorney, which has separate procedural requirements.
