NYSTRS Retirement Application: Form RET-54, Deadlines, and Filing Steps

The 90-Day Filing Window

You can submit your NYSTRS retirement application — Form RET-54 — between 90 calendar days before and the day of your effective retirement date. For the first pension payment to arrive on the final business day of your retirement month, NYSTRS must receive a properly completed application at least 30 days before your effective date.

If your application reaches NYSTRS fewer than 30 days before your effective date, expect a delay. Your first check and the following month's payment will typically be combined into a single double payment at the end of the month after retirement.

Setting Your Effective Date

Your retirement date must be at least one calendar day after your employment contract formally expires. For most teachers on a standard ten-month contract ending June 30, the earliest allowable retirement date is July 1.

Setting the date on or before the contract end date will cause NYSTRS to reject the application or forcibly adjust the date, which can create unpaid coverage gaps for health insurance.

How to File

Online through MyNYSTRS: Log into the secure portal at nystrs.org, navigate to My Retirement, and complete the Application for Retirement module. This is the fastest route and gives you immediate confirmation.

By mail: Print and complete paper Form RET-54. It requires your signature and notarization. Send it via certified or registered mail so you have proof of the submission date. Standard mail has no tracking, and if NYSTRS doesn't receive it before the deadline, your effective date shifts.

Forms to Submit Alongside RET-54

  • Form GRE-54 (Direct Deposit Authorization): Attach a voided check. This must reach NYSTRS by the 10th of your retirement month for your first payment to go through as a direct deposit instead of a paper check.
  • Form W-4P (Federal Tax Withholding): Or complete the tax withholding section within the MyNYSTRS online application. NYSTRS pension payments are fully taxable as federal income — but 100% exempt from New York State and local income taxes for New York residents.
  • Proof of beneficiary age: Required if you're electing a Joint & Survivor or Pop-up option. A birth certificate, passport, or valid driver's license for your designated beneficiary.

After You File

Two deadlines matter once you've retired:

14 days: You can withdraw your retirement application or change your effective date in writing. After day 14, the retirement is final.

30 days: Your payout option election becomes permanently irrevocable. If you filed with one option and want to switch, submit Form RET-54.6 within 30 calendar days after your effective retirement date. After that, there's no mechanism to change your option — ever.

If you have an outstanding NYSTRS contribution loan, pay it off within 30 days of retirement. An unpaid balance after day 30 results in a permanent actuarial reduction to your monthly pension.

The Checklist

Here's the condensed sequence:

  1. Verify service credit and tier in MyNYSTRS (12 months out)
  2. File prior service claims via Form PRS-2 (12 months out)
  3. Request a formal benefit estimate (12 months out)
  4. Meet with district HR about health insurance and resignation timing (6 months out)
  5. File RET-54 (from 90 days before through the effective date; file at least 30 days ahead for first-payment timing)
  6. Submit GRE-54 and W-4P with the application
  7. Confirm first pension payment on the final business day of the retirement month if NYSTRS received your completed application at least 30 days ahead; otherwise, expect the combined payment at the end of the following month.
