PSERS Retirement Application: Form PSRS-8, Exit Counseling, and the 90-Day Deadline
The PSERS retirement application looks straightforward — fill out Form PSRS-8, submit, done. In practice, it's the culmination of a year-long process, and the most consequential paperwork you'll file in your career. One wrong date, a missing signature, or a late submission can cost you months of pension payments.
The 12-Month Timeline
12 to 6 Months Before Retirement
Request your official estimate. Submit Form PSRS-151 through the Member Self-Service (MSS) portal or by mail. PSERS provides up to two staff-prepared estimates per school year. These show your Maximum Single Life Annuity alongside Options 1 through 4 for various retirement dates.
Audit your service credits. Log into MSS and review your Annual Statement of Account. Verify that every year of school service and all credited wages are correctly recorded. If you have out-of-state teaching time, military service, or approved leaves of absence that you want to count, submit purchase requests now — Forms PSRS-28 (military) or PSRS-278 (out-of-state). All service credit purchases must be completed while you're actively employed. Once you separate, you permanently lose the right to buy additional credit.
6 to 3 Months Before Retirement
Schedule exit counseling. PSERS offers Foundations for Your Future educational sessions and individual exit counseling with regional representatives. Exit counseling covers payout options, beneficiary designations, tax withholding, and health insurance enrollment. Bring your official estimate, beneficiary Social Security numbers, certified birth certificates for anyone you might name as a survivor annuitant, and your marriage certificate.
Check your DC account (Classes T-G, T-H, and DC only). Log into the Voya Financial portal to review your defined contribution balance, investment allocations, and distribution options. This account is separate from your PSERS defined benefit pension and handled by a different provider.
3 to 0 Months Before Retirement
Notify your school district. Submit formal written notice to your administration and school board per your collective bargaining agreement.
Handle divorce-related paperwork. If applicable, make sure any Approved Domestic Relations Order (ADRO) has been reviewed and approved by PSERS legal staff. If your former spouse has no claim on your pension, they need to sign Form PSRS-1286 (Waiver of Pension Benefits) before PSERS will process your application without encumbrance.
Set up your rollover account (if taking Option 4). If you plan to roll over your lump sum to an IRA or eligible employer plan, open the receiving account and get Part B of Form PSRS-1264 signed by the financial institution.
Filing Form PSRS-8
After your last day of school employment, submit Form PSRS-8 through the MSS portal or on paper. The form captures your selected payout option, beneficiary designations, and Option 4 lump-sum instructions.
The 90-day rule: PSERS must receive your application within 90 days of your termination date to set your effective retirement date as the day after your last day. File on day 91 and your effective date shifts to whenever PSERS actually receives the form — forfeiting all retroactive monthly payments in between.
Submit by day 60 at the latest to build in a buffer for processing delays, mail transit, or any issues PSERS flags on the form.
What to Submit Alongside PSRS-8
- PSRS-1264 (Authorization for Direct Rollover) — required if you elected Option 4 and want tax-deferred rollover
- PSRS-996 (Federal Tax Withholding Certificate) — sets your income tax withholding
- PSRS-1165 (HOP Enrollment) — if you're enrolling in the Health Options Program
- PSRS-187 (Nomination of Beneficiaries) — if updating your beneficiary designations
Paper applications require a notary seal on your signature. Using the MSS portal for electronic filing avoids this requirement.
After You File
PSERS begins processing your application and issues initial estimated payments — typically 85% to 90% of your calculated benefit — within 30 to 60 days. Your school employer then submits final wage and service certifications. Full finalization takes 3 to 6 months, after which PSERS adjusts your monthly check to the full amount and issues a retroactive lump sum covering the difference.
