MPSERS Retirement Application Timeline: When to File and What to Submit

Filing your MPSERS retirement application late — or missing a single document — can delay your first pension check by months. The Office of Retirement Services accepts applications through miAccount up to three months before your retirement effective date, and that window is tighter than most members expect.

18 to 12 Months Before Your Retirement Date

Start with a service credit audit. Log into miAccount through the State of Michigan's MiLogin portal and review your official Member Statement. Confirm that every year of service appears correctly — one full year of service credit requires 1,020 earned hours in a school fiscal year (July 1 through June 30).

If you have any outstanding Tax-Deferred Payment (TDP) agreements, now is the time to calculate payoff amounts with your employer's payroll office using Forms R0518C and R0718C. All service credit purchases — military service credit, Act 88 reciprocal credits, TDP payoffs — must be paid in full while you are still actively employed. Once your employment terminates, the purchase window closes permanently.

Members who went through a divorce during active service should verify whether an Eligible Domestic Relations Order (EDRO, Form R0259C) needs to be filed with ORS. The order must be accepted and placed on file before your retirement effective date.

6 to 3 Months Before Your Retirement Date

Run formal retirement estimates inside miAccount. Compare multiple retirement dates and payment option scenarios — Straight Life, 100% Survivor, 75% Survivor, 50% Survivor, and Equated options all produce different monthly amounts.

If you're considering an Equated option, request an official age 62 benefit estimate from the Social Security Administration. ORS uses this estimate to calculate your pre-62 and post-62 pension amounts.

Verify your retiree healthcare benefit in miAccount. Confirm whether you hold the Premium Subsidy benefit or the Personal Healthcare Fund (PHF) — the answer determines whether the state subsidizes your retiree health insurance premiums.

Start tax planning. Public Act 4 of 2023 is phasing out Michigan's pension tax over four years (2023–2026). For tax year 2025, filers born 1946–1962 can deduct 75% of the maximum allowable pension subtraction. By 2026, public pension distributions are fully exempt from Michigan state income tax regardless of birth year.

The 3-Month Filing Window

Your formal retirement application opens three months before your selected retirement effective date. Submit through miAccount — this is where you select your pension payout option and designate your survivor beneficiary.

If you are married and choose any option other than the 100% Survivor Option (or name a non-spouse beneficiary), your spouse must sign the Pension Election and Spousal Waiver (Form R0869C). Both of you must sign in the physical presence of a Notary Public. Common form errors that trigger rejection include white-out corrections, missing signatures, and mismatched dates between the member and notary sections.

Members or dependents who will be 65 or older on the retirement effective date must contact the Social Security Administration to enroll in Medicare Parts A and B three months before retirement. ORS requires proof of Medicare enrollment to transition you to MPSERS Medicare-advantage coverage.

1 Month Before Retirement

Submit your formal resignation to your school district. Your termination must be a bona fide separation — a complete severing of the employer-employee relationship with no written or oral agreement for future reemployment at a reporting unit.

After your final paycheck, your employer's payroll office sends final wage and service certifications directly to ORS.

Retirement Effective Date and First Payment

Your retirement effective date is the first day of the calendar month following the month you meet all eligibility requirements and terminate employment. You cannot perform any compensated or volunteer service for a participating public school reporting unit during your retirement effective month.

ORS issues pension payments on the 25th of each month. If the 25th falls on a weekend or state holiday, the deposit arrives the preceding business day. Expect a processing window of 30 to 60 days after your effective date before the first payment arrives — plan your gap income accordingly.

The Complete Application Checklist

Gather these before filing in miAccount:

  • Birth certificate or government-issued ID proving date of birth
  • Marriage certificate (if married)
  • Military DD-214 (if claiming military service credit)
  • Social Security age 62 estimate (if electing an Equated option)
  • Completed TDP payoff documentation (if applicable)
  • Accepted EDRO on file with ORS (if divorced)
  • Notarized Form R0869C (if married and not electing 100% Survivor)
  • Medicare enrollment confirmation (if age 65+ at retirement)
