MPSERS Retirement for School Support Staff: Paraprofessionals, Bus Drivers, and Hourly Employees

The 1,020-Hour Rule

Every MPSERS member — teachers, administrators, and support staff alike — earns one full year of service credit by working at least 1,020 hours in a school fiscal year (July 1 through June 30). For teachers on standard contracts, hitting 1,020 hours is nearly automatic. For hourly support staff, it's the single most important number in your retirement planning.

Paraprofessionals, bus drivers, cafeteria workers, custodians, and secretarial staff often work schedules that land right around this threshold. A paraprofessional working 6.5 hours per day for 180 school days logs 1,170 hours — comfortably above 1,020. But a part-time aide working 4 hours per day hits only 720 hours and earns a partial year of service credit.

If you're short of 1,020 in any given fiscal year, you still earn proportional credit (e.g., 800 hours earns approximately 0.78 years). Over a 25-year career, those partial years add up — and they can make the difference between meeting a retirement eligibility threshold and falling short by a year.

Verify Your Service Credit Now

Log into miAccount and review your service credit total line by line. Each fiscal year shows the hours reported by your employer and the resulting service credit. Look for years where you switched positions mid-year, took unpaid leave, or worked a reduced schedule. Those are the years most likely to have gaps or reporting errors.

Common issues for support staff:

  • Summer break hours: Most support positions don't include summer months. If your district reports hours only during the school year (September through June), confirm that the July-to-June fiscal year calculation captures your full hours.
  • Multiple positions in one district: If you work as both a bus driver and a cafeteria aide for the same district, your hours should be combined for service credit purposes. Verify that your employer reported them as combined MPSERS hours.
  • Substitute or temporary work: Some substitute and temporary positions are MPSERS-eligible and some aren't. If you did substitute work between regular positions, check whether those hours were reported.

Eligibility for Hourly Employees

The retirement eligibility rules are the same for support staff as for teachers — they're based on your plan tier, age, and total years of service, not your job classification.

MIP members (hired January 1, 1990 – June 30, 2010): Unreduced retirement at age 46 with 30 years of service, or age 60 with 10 years. Early reduced retirement at age 55 with 15 years.

Pension Plus members (hired July 1, 2010 – January 31, 2018) and Pension Plus 2 (hired February 1, 2018 or later): Age 60 with 10 years of earned public school service.

For support staff who started later in life or worked part-time for stretches, the 10-year minimum is the critical gate. If you have 9.5 years of credited service, you need to keep working until you cross 10 — and that means tracking your hours carefully in that final year to make sure you earn a full credit.

FAC Considerations for Hourly Workers

Your Final Average Compensation (FAC) is based on your highest consecutive 36 months (MIP) or 60 months (Basic Plan) of compensation. For hourly employees, this means your highest-earning three or five years. If your hours or hourly rate varied significantly year to year, the FAC window matters.

Working additional hours in your final years — taking on extra shifts, summer maintenance work, or extended-year positions — can meaningfully increase your FAC if those hours push your compensation above the earlier years in the averaging window.

The Bottom Line for Support Staff

The pension formula (FAC × YOS × 1.5%) works the same for everyone. But support staff need to pay closer attention to service credit accumulation because part-time and variable schedules make it easy to lose fractions of a year without realizing it.
