FRS Survivor Benefit Processing Time: Realistic Timeline from Claim to Payment
The gap between reporting a death and receiving your first survivor payment is the most financially stressful part of the FRS claim process. Knowing the stages of the process helps you plan for the income gap and avoid the panic that comes from not knowing when money will arrive.
Days 1-5: Death Notification and Payment Suspension
As soon as the Division of Retirement confirms the death, monthly pension deposits stop. The retiree receives the benefit for the calendar month in which they died, but any payment deposited for subsequent months will be reclaimed from the bank.
For most families, reporting the death and receiving initial instructions takes 1 to 5 business days. The Division will confirm the retirement option on file, identify the named beneficiaries, and tell you which forms to submit.
Weeks 1-3: Document Assembly and Form Submission
This is the phase families control. Gathering certified death certificates, birth verifications, marriage certificates, and completed claim forms (FST-11b, FST-11g, or Investment Plan claim form) takes most families 1 to 3 weeks, depending on how quickly local vital records offices process requests.
Submitting incomplete documents can lead to follow-up correspondence and delay the review.
Weeks 3-6: Division Review and Benefit Calculation
Once the Division receives a complete claim package, the review and benefit calculation period typically runs 3 to 6 weeks. During this time, staff verify the beneficiary designation on file, confirm the retirement option, calculate the monthly benefit amount (or lump-sum distribution), and check for any outstanding overpayment obligations.

First Payment: The Retired Payroll Cycle
FRS pension benefits are paid on the last state business day of each month. Once your claim is approved, your first payment will appear on the next available retired payroll cycle.
Approved monthly survivor benefits are retroactive to the month following the member's death. If the member died in March and your claim is approved in June, your first payment includes the retroactive amounts for April, May, and June.
How to Avoid Delays
Submit everything at once. Don't send the claim form and promise to follow up with the death certificate. Wait until you have every required document and submit the complete package.
Order extra death certificates. You'll need them for Social Security, the bank, insurance companies, and the employer. Running out and reordering adds weeks.
Call to confirm receipt. After mailing your claim, call 844-377-1888 about 10 business days later to confirm the Division received your package and that no documents are missing.
File the HIS application at the same time. The Health Insurance Subsidy is a separate application with its own processing timeline. Retroactive HIS payments are capped at 6 months before approval, so filing it alongside your pension claim preserves the maximum retroactive amount.
