CalPERS Unmodified Allowance Explained

What the Unmodified Allowance Is

The Unmodified Allowance is the highest monthly pension payment CalPERS will pay you. It is the full result of the retirement formula — Service Credit × Age Factor × Final Compensation — with no actuarial reduction applied. Every other payout option (Options 1 through 4) starts from this baseline and reduces it to fund some form of survivor benefit or contribution guarantee.

The term "unmodified" means exactly what it says: your allowance has not been modified by an optional settlement.

What Happens When You Die

If you elect the Unmodified Allowance, it provides no option-based ongoing monthly survivor benefit. An employer-contracted Survivor Continuance may still pay an eligible survivor. Your member allowance stops on the date you die.

However, the Unmodified Allowance does include a limited lump-sum death benefit. CalPERS tracks how much of your accumulated employee contributions (plus interest) has been "amortized" — effectively used up — by the monthly payments you have received. On average, the contributions are fully amortized after about 10.7 years of retirement.

If you die before your contributions are fully amortized, the remaining balance is paid as a one-time lump sum to your named beneficiaries or your estate. The balance is fully amortized after about 10.7 years on average, but the timing varies; once it is fully amortized, no contribution refund remains.

Some employers also contract for a separate Survivor Continuance benefit, which can provide a monthly payment to an eligible surviving spouse regardless of which payout option you chose. This is an employer-contracted benefit, not part of the standard Unmodified Allowance. Check whether your employer provides it.

The Spousal Signature Still Applies

Even if you choose the Unmodified Allowance — which provides no ongoing survivor benefit — your spouse or registered domestic partner must still sign your retirement application. California community property law treats pension benefits earned during marriage as shared assets. Your spouse's signature acknowledges that they understand the option you chose and its consequences for them.

If your spouse's signature is required but cannot be obtained, complete the Justification for Absence of Spouse's or Registered Domestic Partner's Signature form included with PUB 43 (PERS-BSD-800A) and certify the reason under penalty of perjury. The form lists reasons including unknown whereabouts, incapacity, refusal to sign, and no identifiable community property interest. CalPERS holds benefits while an unresolved community property claim is pending.

When the Unmodified Allowance Makes Sense

The Unmodified Allowance produces the highest monthly income during your lifetime. The trade-off is zero ongoing monthly protection for your spouse or dependents after you die (aside from the limited contribution refund in the first decade).

Members who choose it typically fall into a few profiles: single with no dependents, spouse with their own retirement income or pension, or members who plan to use the higher monthly payment to fund private life insurance that replaces the survivor benefit at a lower effective cost.

CalPERS does not advise you on which option to choose, and neither does this post. The point is to understand exactly what the Unmodified Allowance provides and what it does not, so you can compare it meaningfully against Options 2, 2W, 3, 3W, and the others on your retirement estimate.

How to Compare

Pull up your CalPERS retirement estimate. Find the Unmodified Allowance line and the Option 2 line. The difference between those two numbers is the monthly cost of providing your beneficiary with a 100% lifetime survivor benefit plus pop-up protection. That spread is the starting point for every option comparison.
