What Pre-Retirement Option 2W Is

When a CalPERS member dies before retirement, the surviving spouse or registered domestic partner may be eligible for Pre-Retirement Option 2W — a monthly allowance that provides the same payment the spouse would have received had the member retired on the date of death and elected Option 2W at that time.

The key distinction from the 1957 Survivor Benefit: Option 2W pays 100% of the Option 2 monthly allowance, while the 1957 Survivor Benefit pays 50% of the Unmodified Allowance. For most members with significant service credit, Option 2W produces a substantially higher monthly payment.

Who Qualifies

Three conditions must all be met:

The member must have been eligible for service retirement at death. For Classic members, that generally means age 50 with at least 5 years of service credit. For PEPRA members, the minimum age is 52 with 5 years of service for Miscellaneous and 50 for Safety.

Only a surviving spouse or registered domestic partner can elect it. Adult children, siblings, parents, or other named beneficiaries cannot choose Option 2W — they're limited to the Basic Death Benefit lump sum.

The employer must contract for it. Pre-Retirement Option 2W is available across State, School, and contracting public agency employers where it's part of the CalPERS contract. Most large employers include it, but some smaller local agencies may not.

How the Calculation Works

CalPERS calculates the benefit as if the member had retired on the day they died and chosen Option 2W. The formula uses:

  • The member's age at death
  • Total service credit accumulated
  • The applicable benefit formula (2% @ 55, 2% @ 62, etc.)
  • Final compensation (highest 12 or 36 consecutive months, depending on tier)

The resulting figure is a lifetime monthly allowance to the surviving spouse or partner, retroactive to the day after the date of death.

Option 2W vs. Basic Death Benefit: The Trade-Off

This is one of the most consequential decisions a surviving spouse faces. CalPERS presents both options, and the survivor must choose:

Option 2W provides a monthly income stream for life. It also preserves eligibility for CalPERS health insurance — a surviving spouse receiving a monthly allowance can maintain their CalPERS health, dental, and vision coverage.

Basic Death Benefit is a one-time lump sum: the member's accumulated contributions plus interest, plus up to six months of salary if the member was still actively employed. Once paid, it's done — and choosing a lump sum instead of a monthly allowance permanently ends all rights to CalPERS health coverage.

For a member with 20+ years of service and a surviving spouse who needs ongoing income and health insurance, Option 2W is almost always the stronger choice financially. For a young member with minimal service credit, the lump sum may be larger than the actuarial value of the monthly payments.

The Emergency Retirement Exception

If a member is terminally ill or critically injured, the member or employer may file an Emergency Disability Retirement Application before death, often by fax to CalPERS at 916-795-3988. If CalPERS receives the application before the date of death, it establishes an effective retirement date that preserves Option 2W protections as a post-retirement benefit rather than pre-retirement.

This is a narrow window, but it has protected many families from losing benefits they would otherwise have been entitled to.
