You Ran Your MBOS Estimate — Now You're Staring at Nine Options and No Way to Compare Them

The Division of Pensions and Benefits prints the numbers. It does not explain the trade-offs. Option 2 guarantees your spouse a lifetime pension — but if your spouse dies first, your check stays permanently reduced for the rest of your life. Option A costs slightly more each month but pops back up to the full Maximum if your beneficiary predeceases you. The MBOS screen asks you to pick one. The system's fact sheets describe each option in isolation. Nobody puts them side by side.

Meanwhile, five enrollment tiers use two different benefit formulas and two different salary-averaging periods. A Tier 1 veteran at age 60 with the 1/55 formula reads the same guidebook as a Tier 5 hire at age 65 with 1/60. The early-retirement rules that let a Tier 1 member leave at any age with 25 years of service do not exist for Tier 5. Confusing the two means retiring on a benefit that is permanently lower than what you expected.

The Retirement Filing Sequence — Every Step, in Order, for Your Tier

The New Jersey PERS & TPAF Retirement Guide is a step-by-step filing sequence that follows one member's path from the first MBOS estimate through the first pension check. It identifies your enrollment tier, walks through the application screens, lays every payout option side by side with worked dollar examples, and explains the health-benefit and life-insurance decisions that have hard deadlines you cannot extend. It never recommends an option — it explains what each one does, what it gives up, and what questions to bring to the Division.

What's Inside

  • Tier identification and benefit formula — your enrollment tier (1 through 5), the 1/55 or 1/60 formula, the 3-year or 5-year Final Average Salary calculation, and the normal and early retirement ages that apply to your tier alone
  • Service credit audit and purchases — how to find missing service, which types you can buy (temporary, military, unpaid leave, out-of-state), interfund and intrafund transfers, and the hard rule that every purchase must be paid in full before your retirement effective date
  • All nine payout options compared — Maximum, Option 1's declining reserve, permanent joint-and-survivor Options 2 through 4, and pop-up Options A through D, with a worked example showing the exact monthly difference between Option 2 and Option A and what happens when the beneficiary dies first
  • MBOS application walkthrough — the documents to gather before you log in, what each application screen asks for, how to enter your beneficiary and option selection, and how to track your application after submission
  • Retiree health benefits — the 25-year service credit threshold, how Chapter 78 and Chapter 44 contribution percentages are calculated against your pension income, SHBP vs. SEHBP enrollment for the Retired Group, and the Medicare transition at age 65
  • The 31-day life insurance window — how active group coverage drops to 3/16ths of your final salary at retirement, and the absolute 31-day conversion deadline to convert the lapsed amount into a private policy without a medical exam
  • Social Security after the WEP/GPO repeal — the Social Security Fairness Act signed January 5, 2025 repealed both provisions; the guide explains what this means for NJ public employees who pay FICA taxes on their public wages
  • Taxes, rollovers, and the first check delay — New Jersey's pension exclusion, federal withholding, rollover options, and how to budget for the standard 30-to-60-day gap before your initial pension payment arrives
  • Divorce and QDROs — how a Qualified Domestic Relations Order constrains your option selection and beneficiary designation
  • Six fillable planning worksheets — payout option comparison worksheet, retirement timeline tracker, first-year cash flow planner, service credit audit worksheet, health benefit transition checklist, and life insurance conversion tracker — each designed to be printed and filled in alongside your MBOS account and pension documents

Who This Is For

  • TPAF members — K-12 teachers, guidance counselors, child study team members, certified school nurses, and school administrators — one to two years from their retirement date
  • PERS members — state, county, and municipal government employees, and non-certified school support staff (custodians, secretaries, cafeteria workers, instructional aides)
  • Spouses involved in the payout-option decision who want to see the survivor trade-offs in plain language before signing the beneficiary consent form
  • Members with prior divorces whose Property Settlement Agreement may constrain their option or beneficiary selection

Why Not the Free Fact Sheets

The official NJDPB publications are accurate. They are also scattered across a dozen separate PDFs, each written for every member of every tier at once. Fact Sheet #04 covers the application. Fact Sheet #05 covers payout options. Fact Sheet #11 covers health enrollment. The member guidebook covers tier rules. None of them connects to the others, and none of them follows a single member's sequence from start to finish.

The union's "XYZs of Retirement" workshop gives a high-level overview, and the 1-on-1 counseling appointments have multi-month waitlists. Commercial financial advisers offer free seminars that end with a pitch to roll your 403(b) into their products. And the peer advice on Reddit and Facebook routinely conflates Tier 1 rules with Tier 5 rules, misinterprets pop-up option factors, and gives inaccurate health contribution estimates.

This guide puts the official rules in order — one path, one tier at a time, from first estimate to first payment — without recommending an option, selling an annuity, or speaking for the Division.
