Understanding how it works — and how it differs from the Virginia Sickness and Disability Program (VSDP) — matters if you or a colleague is facing a medical situation that may end a public-sector career earlier than planned.
Who Qualifies
VRS disability retirement is distinct from the Virginia Sickness and Disability Program (VSDP). Which program and filing path applies depends on your coverage; check myVRS and ask your employer's HR office or VRS to confirm.
VSDP has its own eligibility and benefit rules. Do not assume that a VSDP claim is also an application for VRS disability retirement; ask HR or VRS how the programs interact in your case.
If you are not covered by VSDP, confirm the applicable VRS disability retirement process directly with VRS.
How the Benefit Is Calculated
VRS determines disability retirement benefits under the rules that apply to your plan and case. Do not assume that the standard service-retirement formula or a fixed minimum applies; ask VRS for a calculation based on your records.
The Application Process
Members with long-term disability records must submit a paper Application for Service Retirement (Form VRS-5). Ask VRS and your employer's HR office which medical records and certifications your case requires, and how long review is expected to take.

Payout Options and Post-Disability Rules
Ask VRS which payout options are available in your disability case and whether you meet any option-specific requirements. For service retirement, the payout election becomes permanent once VRS disburses the first payment, with limited Survivor Option exceptions; confirm how that rule applies to your case.
Ask VRS whether continuing medical reviews or reporting requirements apply to your disability retirement.
Health Insurance and Life Insurance
The Health Insurance Credit's general eligibility threshold is at least 15 years of creditable service. Confirm whether your disability retirement qualifies and which rate applies: $4.25 per year of service for state employees, $4.00 for teachers, or $1.50–$2.50 for political subdivision employees, capped at $45 or $75 per month respectively.
If your Group Life Insurance coverage continues after disability retirement, confirm the applicable schedule with VRS. The standard retiree schedule reduces coverage by 25% each January 1 following one full calendar year after separation, down to a 25% floor.
