TRS Illinois Retirement — What Every Downstate Teacher Needs to Know

Who TRS Covers — and Who It Doesn't

The Teachers' Retirement System of the State of Illinois covers public school educators and administrators across the state, except those employed by Chicago Public Schools, who fall under the separate Chicago Teachers' Pension Fund (CTPF).

TRS operates under Article 16 of the Illinois Pension Code. It's a defined benefit system, meaning your pension is a formula — not an account balance — and it pays you a monthly check for life.

Tier 1 vs. Tier 2: Which Rules Apply to You

Your tier depends entirely on when you first contributed to TRS or any Illinois reciprocal retirement system:

  • Tier 1 — first contribution before January 1, 2011. Unreduced retirement at age 60 with 10 years of service, age 55 with 35 years, or age 62 with 5 years.
  • Tier 2 — first contribution on or after January 1, 2011. Unreduced retirement at age 67 with 10 years of service. Early retirement available at age 62 with 10 years, but your benefit drops 6% for every year you're under 67.

The differences extend beyond age. Tier 1 members use their highest 4 consecutive salary years to calculate their pension. Tier 2 members use the highest 8 of their last 10 years. Tier 1 gets a 3% compounded annual cost-of-living adjustment. Tier 2 gets the lesser of 3% or half the CPI-U, applied as a simple (non-compounded) increase.

The 12-Month Countdown

Retiring from TRS isn't something you do in a single afternoon. The process works best when you start roughly a year out:

12–9 months before retirement: Log into MyTRSIL and audit your service credit. Verify every year shows correctly, including any sick leave, out-of-state teaching, or military time. If you plan to purchase optional service credit, start the paperwork now — most purchases must be paid in full before your effective retirement date; pregnancy and adoption leave purchases are exceptions.

6–3 months: Call TRS at (877) 927-5877 to request your Personalized Retirement Interview. This generates your customized application packet. Submit your resignation letter to the school board.

3 months to last day: Complete the retirement application, choose between the Standard Annuity and the Reversionary Annuity, set up direct deposit, file your W-4P tax withholding form, and enroll in TRIP health insurance if eligible.

After retirement: Your employer files the final payroll report and sick leave certification. TRS processes your claim in roughly 60–90 days. Your first payment arrives as a mailed check; subsequent payments hit your bank on the first business day of each month.

One Deadline That's Easy to Miss

Most optional service credit — out-of-state teaching, military time, recognized private school years — must be paid in full before your effective retirement date; pregnancy and adoption leave purchases are exceptions. For purchases with that deadline, missing it means those years can't be added to your pension. If you're planning a purchase, request cost statements early and arrange tax-deferred rollovers from your 403(b) or 457(b) if needed.

Social Security After the WEP/GPO Repeal

The Social Security Fairness Act, signed January 5, 2025, repealed both the Windfall Elimination Provision and the Government Pension Offset for benefits payable from January 2024 onward. Your TRS pension no longer triggers a WEP or GPO reduction to Social Security benefits based on your own work history or a spouse's record.

If you never applied for Social Security because the old offsets would have wiped it out, you need to file a new claim with SSA. It's not automatic.
