The Election That Shapes Everything
When a TRS Illinois member dies and the beneficiary qualifies as a dependent, TRS presents a formal election between two benefit packages. This choice is binding — once you sign the election form, you can't switch. Understanding what each package actually delivers is essential before making that decision.
Note: nondependent beneficiaries don't get this choice. They receive lump-sum payments only, with no monthly annuity option.
Active Member Deaths: Package 1 vs. Package 2
Package 1 — Lump Sum Only. A single payment based on the member's highest annual salary rate in the last four years: one-sixth of that rate for each completed year of service, up to six years (or one-sixth of the most recent annual salary rate if death occurs before the first year is completed). It also includes a refund of all retirement contributions plus interest, and the portion paid toward the annual increase in annuity. There's no ongoing monthly income — it's one check and done.
Package 2 — $1,000 Lump Sum Plus Monthly Annuity. A $1,000 lump-sum payment divided by the number of beneficiaries, combined with a monthly survivor annuity. For a surviving spouse, that annuity equals 50% of the member's earned retirement benefit for Tier 1 or 66⅔% for Tier 2. Child and dependent-parent benefits use separate statutory formulas. The general monthly minimum is $400 ($600 for a spouse with minor children), though TRS notes that certain active-member cases can be lower.
The accumulated contribution refund is included in Package 1 but not in Package 2 — choosing the monthly annuity means forgoing the full contribution balance.
Retired Annuitant Deaths: The Same Structure, Different Amounts
Package 1 — Lump Sum Only. The death benefit is based on the member's highest annual salary rate in the last four years, reduced by one-sixth of that rate for each year or fraction of a year since retirement or termination of service. It cannot be less than the greatest of one-sixth of that salary rate, the member's survivor-benefit contributions (without interest), or $3,000. A separate beneficiary refund for an annuitant is any remaining contribution balance after subtracting annuity payments already received.
Package 2 — $1,000 Lump Sum Plus Monthly Annuity. The same structure as the active-member version: the $1,000 lump sum is divided by the number of beneficiaries, plus a monthly annuity. For a surviving spouse, the amount is 50% of a Tier 1 retiree's pension or 66⅔% of a Tier 2 retiree's pension at death; child and dependent-parent benefits use separate statutory formulas.

What Makes the Monthly Annuity Valuable
A surviving spouse's monthly annuity continues for life; a child's benefit continues only while the child meets the age, student, or disability rules. For a relatively young surviving spouse, that can mean decades of payments. A Tier 1 survivor annuity also receives 3% compounded annual increases, which substantially grows the benefit over time.
Consider a Tier 1 retiree whose pension was $4,200 per month. Package 2 gives the surviving spouse $2,100 per month for life, growing at 3% compounded annually. Over 20 years, that's roughly $680,000 in total payments — far more than any lump-sum package would deliver.
When the Lump Sum Might Make Sense
Package 1 delivers a larger immediate payout, which can matter when the surviving family faces pressing financial needs — mortgage payments, funeral costs, or outstanding debts. It also avoids the complexity of ongoing tax withholding and 1099-R reporting.
For active member deaths with substantial salary and contribution balances, Package 1 can represent a significant sum. The decision depends on the survivor's age, other income sources, and financial situation.
