Your Health Insurance Ends at Midnight on the Date of Death
When a TRS Illinois member or retiree dies, dependent health coverage under the Teachers' Retirement Insurance Program (TRIP) terminates at midnight on the exact date of death. Not at the end of the month — the exact date. If the member dies on October 15, coverage stops at 11:59 PM on October 15.
Receiving that cancellation notice from the Department of Central Management Services (CMS) is one of the most alarming moments for a surviving family. But it's not the end of coverage — it's a temporary interruption with a statutory path back in.
How to Re-Enroll in TRIP or TRAIL
Surviving dependents who receive a monthly TRS survivor annuity have the legal right to re-enroll in TRIP or TRAIL. The process:
- Complete the TRS survivor claim and receive approval for a monthly survivor annuity
- Contact the MyBenefits Service Center at (844) 251-1777 (TDD/TTY: (844) 251-1778)
- Submit the TRIP Health Enrollment Form 6016
- Coverage is reinstated retroactively to the date of cancellation
That retroactive reinstatement eliminates the gap. Medical bills incurred between the date of death and the re-enrollment date are covered once the reinstatement is processed, provided you pay retroactive premiums for the coverage period.
You have 6 months from becoming eligible for the monthly survivor annuity to apply for retroactive reinstatement. Missing this window can permanently forfeit coverage.
TRIP vs. TRAIL: Which One Applies
TRIP covers survivors who are under age 65 or not enrolled in Medicare. It offers PPO and managed care regional options, including medical, prescription, dental, and vision coverage. The annual enrollment window runs May 1 through June 1, effective July 1. As a qualifying survivor, you have a 60-day special enrollment window outside the regular period.
TRAIL (Total Retiree Advantage Illinois) covers survivors who are enrolled in Medicare Parts A and B. TRAIL is an Aetna Medicare Advantage PPO plan that integrates medical, prescription, dental, and vision. The annual enrollment window runs October 15 through November 16, effective January 1.

Split-Family Coverage
If the surviving family includes both Medicare-eligible and non-Medicare members, the family is split across plans. The Medicare-eligible survivor enrolls in TRAIL. Non-Medicare family members enroll in TRIP. You can't keep everyone on one plan.
Critical Warnings
Medicare enrollment must stay active. If you're on TRAIL, you must maintain Medicare Parts A and B. Your Medicare Beneficiary Identifier (MBI) must be filed with the CMS Medicare COB Unit or TRS. Failure to supply the MBI results in mandatory termination of coverage for the entire household.
Do not enroll in outside Medicare Advantage. If you sign up for an individual commercial Medicare Advantage or Part D plan outside TRAIL, you automatically and permanently forfeit your state health, dental, and vision benefits. This is irreversible.
