PEBB Defer Coverage Retiree: How to Preserve Your Health Insurance Eligibility
Not every retiring Washington state employee needs PEBB retiree health coverage immediately. If your spouse's employer plan, TRICARE, or another qualifying group plan already covers you, paying for PEBB on day one may not make sense.
But there is a critical difference between deferring PEBB coverage and simply not enrolling. One preserves your future access. The other can cost you eligibility.
What Deferral Means
Deferring PEBB coverage means you formally tell the Health Care Authority that you are choosing not to enroll now but want to keep the right to enroll later. You must file the deferral request within the same 60-day window that applies to regular PEBB enrollment—60 days from when your employer-paid coverage or applicable SEBB/PEBB COBRA continuation coverage ends.
When you file a deferral, you are required to provide proof of continuous enrollment in coverage that qualifies under HCA rules. As long as that alternative coverage remains active, your PEBB deferral stands. When the alternative coverage ends (your spouse retires, changes jobs, or the plan terminates), you can then enroll in PEBB retiree coverage within 60 days of losing that coverage.
What Qualifies as Alternative Coverage
PEBB accepts deferral based on enrollment in:
- A spouse's or domestic partner's employer-sponsored group health plan
- TRICARE (active duty or retired military coverage)
- Federal Employees Health Benefits (FEHB)
- A qualified health plan through an ACA-established health benefit exchange, if you are not eligible for Medicare Parts A and B
A qualified Exchange health plan only meets this criterion if you are not eligible for Medicare Parts A and B.
How to File
You have two ways to submit a deferral request:
Form A (paper). Submit the PEBB Retiree Coverage Election Form with the deferral section completed, along with proof of your qualifying alternative coverage. Mail or deliver it to the HCA so it is received within the 60-day window. This is a receipt deadline, not a postmark date.
Benefits 24/7 (online). The Health Care Authority's online portal lets you complete the deferral request electronically. You still need to upload documentation proving your alternative coverage.
Whichever method you use, keep a copy of everything you submit and a record of the date HCA received it. If a question arises years later about whether your deferral was properly filed, you will need proof.

What Happens If You Do Not Defer
If you do nothing within the 60-day window—neither enrolling nor filing a deferral—you lose eligibility for PEBB retiree health coverage, even if you had qualifying alternative coverage the entire time. You may regain eligibility later by returning to a PEBB/SEBB benefits-eligible position. Otherwise, the issue is not whether you were covered elsewhere; it is whether you formally told PEBB you were deferring.
This rule catches people who assume that having a spouse's insurance means they do not need to deal with PEBB paperwork. It also catches people who intended to file but missed the deadline.
Coming Back to PEBB After Deferral
When your qualifying alternative coverage ends, you have 60 days to enroll in PEBB retiree coverage. At that point, you submit a new PEBB enrollment form with documentation showing when your previous coverage ended.
Your PEBB premiums at that time will reflect current rates, not the rates that were in effect when you originally retired. You will also need to have Medicare Part A and Part B if you are 65 or older—Medicare enrollment is mandatory for PEBB retirees who are Medicare-eligible.
The 60-day deadline at re-enrollment is just as strict as the original one. Missing it after deferral causes you to lose eligibility unless you later regain it under HCA rules.
