What OPERS Seminars Provide

OPERS offers retirement planning seminars and one-on-one counselor appointments for members approaching retirement. The seminars — typically held at regional offices and employer sites across Ohio — walk through eligibility rules, plan-of-payment options, benefit estimates, health care transitions, and the application timeline.

These sessions are free, run by OPERS staff, and cover the system's official rules. For many members, attending a seminar is the first time they sit down with the actual mechanics of their retirement: transition groups, FAS calculations, the PLOP, spousal consent requirements, and health care thresholds.

You can request a counselor appointment through the OPERS online portal or by calling 1-800-222-PERS (7377). Appointments fill up, particularly in the months before common retirement dates (July 1 and January 1), so schedule 3 to 6 months in advance.

What Seminars Cover Well

OPERS seminars are strongest on the factual mechanics of the system:

  • Eligibility verification: Confirming your transition group, plan type, and the age-plus-service thresholds for unreduced and reduced retirement
  • Application process: Walking through Form SR-1, employer certification via Form SR-2, and the submission timeline
  • Benefit estimates: Generating or reviewing projected monthly benefits under different retirement dates and plan-of-payment options
  • Health care overview: Explaining age- and group-specific qualifying service credit thresholds, including the 20-year health credit rule for retirees age 65 or older, the HRA model, and the pre-Medicare vs. Medicare Connector paths

The official information is accurate and authoritative. OPERS counselors have direct access to your account data and can generate personalized estimates that reflect your actual salary history and service credit.

What Seminars Can't Do

OPERS counselors are legally restricted from helping you evaluate household trade-offs, tax scenarios, or financial planning strategies. They can tell you the monthly benefit under each plan of payment. They can't tell you which one to pick.

Specific gaps:

  • No household income modeling: A counselor can show you that a 50% Joint Life plan pays $2,400/month while a Single Life pays $2,800/month. They can't help you decide which makes sense given your spouse's Social Security income, savings, and risk tolerance.
  • No tax planning: The PLOP rollover vs. cash distribution decision is fundamentally a tax question. Counselors can explain the 20% withholding on cash distributions, but they can't model your specific tax bracket or advise on IRA vs. 457(b) rollover strategies.
  • No Social Security coordination: With WEP and GPO now repealed, many OPERS members need to file Social Security claims they previously skipped. OPERS counselors can confirm the repeal happened but can't walk you through the SSA filing process.
  • No DPO interpretation: If you have a Division of Property Order, OPERS Legal handles the compliance review. Counselors at seminars can't interpret what your specific court order requires — you'll need to work with OPERS Legal directly.

Private Financial Seminar Pitfalls

Watch out for "free retirement planning seminars" marketed by private financial advisors. These events — often held at restaurants, hotels, or community centers and specifically targeted at public employees — exist to capture assets under management. The seminar is the marketing funnel; the advisory fee is the product.

Some of these advisors provide genuinely useful guidance on tax planning, estate coordination, and Social Security optimization. But their business model creates an inherent conflict: they benefit from you rolling your PLOP into an account they manage, from recommending complex insurance products, and from positioning themselves as ongoing advisors on a percentage-of-assets basis.

Evaluate the advice by the advisor's fee structure. Fee-only advisors who charge by the hour have no incentive to recommend a larger PLOP or a particular rollover vehicle. Commission-based advisors or AUM-percentage advisors do.
