How Ohio's Teacher Pension Handles Death Benefits
Ohio public school teachers, professors, and university faculty are covered by the State Teachers Retirement System of Ohio (STRS Ohio), which offers defined benefit, defined contribution, and Combined plans under Chapter 3307 of the Ohio Revised Code. When a member or retiree dies, the system provides survivor benefits to eligible family members.
The amount and type of benefits depend on two factors: whether the teacher was actively employed or had already retired, and — for retirees — which Plan of Payment was selected at retirement.
Active Teacher Death Benefits
When a teacher dies while still actively contributing to STRS Ohio, qualified survivors can claim monthly pension benefits if the member had at least 5 years of qualifying service credit. "Qualified survivors" under Ohio law means the surviving spouse, unmarried children under age 22 (or disabled adult children), and financially dependent parents.
Survivors compare the monthly benefit calculations that apply to the member's account:
- Dependent-based: A percentage of the teacher's Final Average Salary (FAS) based on the number of qualified survivors — 25% for one survivor, scaling up to 60% for five or more
- Service-based: Available with 20+ years of service credit, paying 29%–60% of FAS depending on total years
- Retirement-based: If the teacher had reached retirement eligibility at death, the benefit is calculated as if they retired and elected Plan II Option 1 (100% beneficiary continuation)
Instead of monthly payments, survivors can elect a one-time lump-sum refund of the teacher's accumulated contributions plus statutory interest and a 50% employer match (with 3+ years of service). The refund election becomes irrevocable once the check is issued and forfeits monthly benefits and health care eligibility.
Retired Teacher Death Benefits
When a retired teacher dies, no new benefit calculation occurs. The continuation of monthly pension payments depends entirely on the Plan of Payment selected at retirement:
Plan I (Single Life Annuity) — Maximum monthly payment during the retiree's lifetime. All payments stop at death. No monthly survivor benefit. The designated death-benefit beneficiary receives the separate $1,000 statutory benefit; any accumulated contributions in excess of amounts already paid are refunded to the estate.
Plan II (Joint and Survivor Annuity) — Reduced monthly payment during the retiree's lifetime, but payments continue to the named beneficiary after death. Option 1 pays 100% of the benefit; Option 2 pays 50%; Option 3 pays a specified amount; Option 4 divides among up to four beneficiaries.
Plan III (Annuity Certain) — Guaranteed payments for a fixed period, such as 3, 5, 10, or 15 years. If the retiree dies before the period ends, remaining payments continue to the designated secondary beneficiary.
Every DB retiree death also triggers a $1,000 tax-free statutory death benefit paid to the designated beneficiary, regardless of which plan was elected.

The Claim Process
- Report the death to STRS Ohio at 888-227-7877 or through the online Death Notification on strsoh.org
- Receive the Survivor Benefit Packet — a customized set of forms based on the deceased teacher's account
- Gather documentation — certified death certificate, marriage certificate (spouse claims), birth certificates (child claims), government ID, and direct deposit information
- Submit completed forms with documentation to STRS Ohio
- Receive the Notice of Final Determination and first benefit payment — the claim workflow can take about 71–90 days or longer
If the deceased teacher was actively employed, also notify the school district or university HR department to finalize payroll, accumulated leave, and final contributions.
Social Security Coordination
Ohio teachers don't pay Social Security taxes on STRS-covered earnings, but the Government Pension Offset and Windfall Elimination Provision that once reduced Social Security benefits for public pension recipients were repealed on January 5, 2025, retroactive to January 2024.
Surviving spouses can now claim full Social Security survivor benefits without any STRS Ohio pension offset. Those who never applied because the GPO would have eliminated their benefit must file a new application with SSA.
Health Care and Additional Benefits
Survivors may qualify for STRS Ohio's health care program (medical, dental, vision) if the member retired or died as an active member on or after August 1, 2023, with at least 20 years of total service credit; the earlier threshold was 15 years for members who retired or established benefit eligibility before that date. A surviving spouse continuing coverage as a retiree's dependent must have been enrolled as an eligible dependent when the retiree died. Enrollment must happen within 31 days of the qualifying event.
