NC TSERS Survivor Benefit Processing Time: How Long Until the First Payment

The Two Timelines

Processing times depend on whether the deceased was an active employee or a retiree. The difference comes down to one step: the employer certification.

Retiree Death Claims: 30 to 60 Days

Retiree claims are faster because RSD already has the full employment record on file. The clock starts when RSD receives the certified death certificate and the completed claim forms (Form 170S for direct deposit, Form 290S for tax withholding). Typical processing runs 30 to 60 days from that point.

Active Member Death Claims: 60 to 90 Days

Active member claims take longer because the employer must first complete Form 253 — certifying the member's final wages, unused sick leave balance, and employment status. RSD sends Form 253 to the employing agency after the death notification, and the employer's HR or payroll department returns it with the verified figures. Once Form 253 and the beneficiary's claim documents are all in, processing runs 60 to 90 days.

The employer certification step adds 15 to 30 days on its own. If the employing agency is slow to process Form 253, the entire claim stalls.

What Causes Delays

The most common reasons a claim takes longer than the standard window:

Incomplete documents: RSD cannot process a claim until every required document is received. A missing certified death certificate (a funeral home copy or a photocopy does not count), a missing Form 170S, or a Form 290S without a signature can delay processing. Submit everything in one package when possible.

Overpayment disputes: If pension checks were deposited after the month of death and the bank account has been closed, RSD's automated reclamation may fail. The estate representative must reimburse the overpayment before survivor claims or death benefits can be disbursed.

Beneficiary disputes: If there is a contested beneficiary designation, a Domestic Relations Order on file, or a question about whether the named beneficiary is still living, RSD may hold the claim until the legal question is resolved.

Missing Form 253: For active member deaths, the employer must return Form 253 before RSD can determine benefit eligibility. Large agencies with centralized HR departments sometimes take weeks to process the form.

Retroactive Payments

Survivor pension payments under Options 2, 3, 6-2, and 6-3 are retroactive to the first day of the month following the retiree's death. If a retiree dies on March 15 and the survivor's first payment is issued in June, the June payment includes a lump sum covering April, May, and June's monthly amounts.

This means the processing delay does not cost the survivor money — the missed months are paid in the first check. But the survivor has no income from the pension during the processing gap, which can create cash flow problems for families who depended on the retiree's monthly check.

Is There a Deadline to Apply?

The materials available for this guide do not identify a general filing deadline for a TSERS survivor claim. Confirm with RSD whether any deadline applies to your claim, and contact it promptly. Delaying the claim creates practical problems:

  • Overpayment issues compound if pension checks keep depositing into a deceased retiree's account
  • State Health Plan continuation coverage has a strict 30-day enrollment window that runs from the date of death, not from the date you file the pension claim
  • The Survivor's Alternate Benefit election for active member deaths should be made promptly, since RSD holds the funds until the beneficiary chooses between the lump sum and the lifetime annuity

The practical deadline is the 30-day health coverage window. Even if the pension claim takes weeks to assemble, contact the State Health Plan at (855) 859-0966 within 30 days of the death to preserve coverage.
