NC TSERS Form 641: What Your Employer Certifies and Why It Matters
What Form 641 Does
Form 641, officially titled "Public School Unit Certification," is the document your employer submits to the Retirement Systems Division to verify the numbers that directly feed your pension calculation. Without it, RSD cannot finalize your benefit amount.
State agency employees use the equivalent Form 6C ("Reporting an Employee's Work Record for Retirement") instead of Form 641. The purpose is identical — only the form name and format differ based on employer type.
What Your Employer Certifies
Form 641 confirms three critical data points:
Final monthly salary — Your last monthly earnable compensation, which feeds into the Average Final Compensation (AFC) calculation. AFC is the average of your highest 48 consecutive months of salary, and the final months of employment often fall within that window.
Unused sick leave balance — The exact number of unused sick leave hours or days you have accumulated. This number is converted to creditable service at the rate of 20 days per month. If you have 240 unused sick leave days, that adds 12 months of creditable service to your pension formula.
Service credit and terminal leave — The certification reports service-credit details and terminal leave payouts for RSD to use in finalizing your retirement record.
Your effective retirement date is the first day of the month you select, and active employment with all TSERS-covered employers must end before that date. Form 641 does not set your retirement date.
The Filing Timeline
Your employer should submit Form 641 (or Form 6C) within 30 to 90 days before your effective retirement date. In practice, employer HR and payroll departments often wait until after your final paycheck is processed to certify exact figures, which can push the submission closer to — or even past — your retirement date.
This is the single most common cause of first-check delays. RSD cannot finalize your benefit amount until employer certification arrives, even if you submitted your Form 6 application and Form 6E option election on time.

What You Can Do to Speed Things Up
You cannot submit Form 641 yourself — it must come from your employer's authorized HR or payroll official. But you can take steps to minimize delays:
Notify your HR department early. Give them written notice of your retirement date at least 90 days in advance. Make sure they know they will need to complete Form 641 or Form 6C and submit it to RSD.
Verify your sick leave records before your last day. Compare your own records against what HR shows. Discrepancies in sick leave balances are common, especially for employees who transferred between school districts or agencies. Resolving a dispute after your retirement date is possible but adds weeks to the process.
Ask your HR contact for a timeline. Find out when they plan to submit the certification and whether they are waiting for any final payroll cycle to process.
Follow up with RSD. After your last day of work, call RSD at (919) 814-4590 to confirm whether they have received employer certification. You can also check your application status through the ORBIT portal.
When Certification Is Late
If your employer certification is late, it can delay the first payment. About 50% of new retirees experience a benefit recalculation and retroactive adjustment during the 12 months after retirement, based on final payroll reporting from the employer.
If certification is delayed, contact RSD promptly and ask them to follow up with your employer. Extended delays can happen, particularly during summer months when school district payroll offices operate with reduced staff.
