FRS Pension Formula and AFC Calculation: How Your Benefit Is Computed

The Formula

Every FRS Pension Plan benefit comes from one calculation:

Monthly Benefit = (AFC × Value Multiplier × Years of Creditable Service) ÷ 12

Each variable is set by statute, not by investment performance or market conditions. Your benefit is guaranteed for life once it's calculated.

Average Final Compensation

AFC is the average of your highest-earning fiscal years. A fiscal year runs July 1 through June 30 — not January through December.

Tier I members (enrolled before July 1, 2011): average of your highest 5 fiscal years.

Tier II members (enrolled on or after July 1, 2011): average of your highest 8 fiscal years.

The difference matters. Suppose a Tier I member earned $55,000, $58,000, $60,000, $63,000, and $68,000 in their five highest fiscal years. Their AFC is $60,800. A Tier II member with the same career earnings must include three additional lower-earning years, diluting the average.

What Counts as Earnings

Included: Base regular salary, shift differentials, compulsory overtime, and lump-sum annual leave payouts up to 500 hours.

Excluded: Sick leave payouts, terminal bonus payments, non-taxable fringe benefits, annual leave payouts exceeding 500 hours, and any payments made after your termination date.

The 500-hour annual leave cap catches some members off guard. If you've accumulated 800 hours of annual leave, only 500 hours of the lump-sum payout counts toward your AFC. The remaining 300 hours are excluded from AFC; ask your employer how any excess leave is handled.

Value Multipliers by Class

The value multiplier is the percentage of AFC you earn for each year of creditable service:

  • Regular Class: 1.60% per year. Increases to 1.63%–1.68% for service earned at higher ages or beyond normal retirement.
  • Special Risk Class: 3.00% per year.
  • Senior Management Service Class: 2.00% per year.
  • Elected Officers' Class: 3.00% per year (Judicial sub-class: 3.33%).

The Special Risk multiplier is nearly double the Regular Class rate, reflecting the physical demands and earlier retirement age for law enforcement, fire, and corrections officers.

A Worked Example

A Regular Class Tier I member with 28 years of creditable service and an AFC of $62,000:

$62,000 × 0.016 × 28 ÷ 12 = $2,314.67 per month

This is the Option 1 (maximum) benefit before any early retirement penalty. Selecting Option 3 with a joint annuitant would reduce this amount based on the age gap between you and your joint annuitant.

A Special Risk Tier I member with the same AFC and 25 years of service:

$62,000 × 0.030 × 25 ÷ 12 = $3,875.00 per month

The higher multiplier and different service requirement produce a significantly larger monthly benefit, even with fewer years of service.

Strategies That Affect Your AFC

Timing your last fiscal year. AFC uses fiscal-year earnings from July 1 through June 30. If your salary changes midyear, check your official salary history and FRS estimate before changing your retirement date.

Purchasing service credit. Buying back military service, out-of-state public employment, or previously refunded FRS time adds years to your formula without increasing your AFC denominator. Each purchased year adds another year of creditable service multiplied against your existing AFC.

The 500-hour leave payout. If you have more than 500 hours of annual leave, the payout above 500 hours doesn't count. Some members use excess leave before termination rather than cashing it out, though this depends on employer policy.
