Official Processing Timelines

CalSTRS publishes separate benchmarks for the quote letter and benefit processing. For benefit payouts, the clock starts when CalSTRS receives all required documentation — not when the death is reported.

Quote letter (Form SB401): Up to 60 calendar days after CalSTRS receives the death notification. This is the customized package detailing available benefits and required documents.

Monthly option continuance: Up to 60 calendar days after receiving the complete application package with all verified documentation.

One-time death benefit (lump sum): Up to 120 calendar days after receiving complete documentation.

Community property review: When needed, allow 30 calendar days for the Office of General Counsel to evaluate court orders and marital settlement agreements.

What "Complete Documentation" Actually Means

The benefit processing clock starts when CalSTRS receives all required documentation. A missing required document keeps that clock from starting. The most common holdups:

Certified death certificate: Must have the official county vital statistics office seal. Hospital death certificates or funeral home copies are not sufficient. If the death occurred recently, there may be a 2–4 week delay in obtaining certified copies from the county.

Marriage certificate or domestic partnership registration: Required for spousal claims. If the original is lost, request a certified replacement from the county clerk's office or California Secretary of State (for domestic partnerships). This can take 4–6 weeks.

Proof of birthdate: Required for option beneficiaries claiming monthly continuances. Acceptable: certified birth certificate, valid U.S. passport, state-issued driver's license, or military ID.

Completed claim forms: The forms from the caseworker's application packet, fully signed. Missing signatures — especially spousal consent signatures where required — trigger returned paperwork.

How to Avoid Delays

Start gathering documents immediately after reporting the death — don't wait for the quote letter. Order extra certified death certificates (at least four), locate the marriage certificate, and confirm you have valid ID ready.

When you receive the application packet, complete and return it as fast as possible with all requested attachments. If any document isn't available, contact the caseworker and ask what alternatives are accepted rather than submitting an incomplete packet.

Track your submission. If you're past the benchmark window with no word, call the CalSTRS Contact Center at 800-228-5453 and reference your caseworker's name and file number.
