CalPERS Sick Leave Service Credit Conversion

The Conversion Formula

When you retire from a CalPERS-covered employer that contracts for sick leave credit, your unused sick leave hours convert to service credit using a fixed formula:

8 hours = 1 day = 0.004 years of service credit

That means 2,000 hours of unused sick leave equals exactly 1.000 year of additional service credit. The conversion is purely mechanical — CalPERS divides your total hours by 8 to get days, then multiplies days by 0.004 to get years.

Here is what common balances produce:

  • 500 hours → 0.250 years
  • 1,000 hours → 0.500 years
  • 1,500 hours → 0.750 years
  • 2,000 hours → 1.000 year

This additional service credit feeds directly into your retirement formula: Service Credit × Age Factor × Final Compensation. If your age factor is 2% and your final compensation is $80,000 per year, each 0.100 year of sick leave credit adds about $13.33 per month to your pension — permanently.

Eligibility Requirements

Not every CalPERS member gets sick leave conversion. Two conditions must be met:

Your employer must provide for it. State and school members may convert unused sick leave under CalPERS rules; public agency members can do so when their employer contracts for the benefit. Check with your employer's HR department or review your employer's CalPERS contract.

You must retire within 120 days of separating from employment. If you separate from your employer and wait more than 120 days to set your retirement effective date, you lose sick leave conversion along with retiree health benefits. The 120-day rule applies to both.

What Counts as Sick Leave (and What Does Not)

Unused sick leave and, when allowed by the employer's contract, educational leave may qualify for conversion. Other types of leave do not convert to service credit:

  • Vacation and annual leave — cannot be converted; typically cashed out in your final paycheck
  • Compensatory time off (CTO) — cannot be converted; usually cashed out at separation
  • Personal leave — cannot be converted
  • Leave bank donations — ask HR whether donated hours are included in the balance certified to CalPERS

If your employer offers a sick leave cash-out option, compare the one-time payment with the estimated increase in your monthly pension. The long-term value depends on your balance, benefit formula, retirement duration, and the terms of your employer's plan.

When the Conversion Happens

You do not need to do anything to trigger the conversion. It happens automatically as part of the retirement processing.

After your last day on payroll, your employer submits a separation certification to CalPERS that includes your total unused sick leave hours. CalPERS adds the converted service credit to your retirement calculation. The credit appears in your benefit as additional service years.

CalPERS's online estimate tools can use an estimated sick leave balance, but the final calculation uses the hours your employer certifies. The final benefit may differ from your estimate if the certified balance is different.

If you want to model the impact ahead of time, take your current sick leave balance, apply the 0.004-years-per-day formula, add it to your service credit total, and recalculate your benefit at your expected age factor.

Maximizing the Benefit

The strategic consideration is straightforward: every sick day you do not use before retirement converts to a permanent pension increase. A member who retires with 1,200 hours of sick leave instead of 800 gains an extra 0.200 years of service credit.

This does not mean you should come to work sick. It means you should understand what your sick leave balance is worth in retirement income and factor that into decisions about when and how to use leave in your final years of employment.
