VRS Rule of 90: How It Works for Plan 2 and Hybrid Members
What the Rule of 90 Means
The Rule of 90 is one of two paths to unreduced retirement for VRS Plan 2 and Hybrid (DB component) members. You qualify when your age plus your years of creditable service equal at least 90. Once you cross that threshold, you're eligible for the full, unreduced pension benefit — no actuarial penalty for retiring early.
A member who is 60 years old with 30 years of service: 60 + 30 = 90. Eligible. A member who is 57 with 33 years: 57 + 33 = 90. Also eligible. A member who is 55 with 32 years: 55 + 32 = 87. Not yet — three more combined age-and-service points are needed.
It Does Not Apply to Plan 1
Plan 1 members sometimes assume they're under the Rule of 90 because they've heard colleagues mention it. Plan 1 has its own unreduced eligibility: age 65 with 5 years of service, or age 50 with 30 years of service. The "30 and out at 50" rule is more generous than the Rule of 90 for long-tenured employees — a Plan 1 member with 30 years at age 50 retires unreduced, while a Plan 2 member at 50 with 30 years only reaches 80, ten points short.
If you're not sure which plan you're in, log into myVRS and confirm your designated plan tier. Using the wrong eligibility rules can lead to retiring years too early with a permanent reduction.
Purchased Service Credit Counts
Prior service credit you purchase — military time, refunded VRS contributions, eligible out-of-state public employment — counts toward the 90-point calculation. This matters for mid-career public employees who entered Virginia government after serving elsewhere.
A member at age 56 with 28 years of VRS service (total: 84) who purchases 6 years of military service jumps to 56 + 34 = 90. That purchase moves the unreduced retirement date years earlier than waiting for age and service to accumulate naturally.
Note: purchased service counts for Rule of 90 eligibility, but it does not count toward the active service requirement for PLOP eligibility — those are separate rules.

The Alternative: SSNRA Plus 5
The other unreduced path for Plan 2 and Hybrid members is reaching your Social Security Normal Retirement Age (SSNRA) with at least 5 years of creditable service. For most members, SSNRA is 66 or 67 depending on birth year.
If your age plus service won't reach 90 before your SSNRA, you'll hit unreduced eligibility through the SSNRA path instead. Many Plan 2 members hired in their late 30s or 40s won't accumulate enough combined points before 66-67 and will use this path by default.
How to Track Your Number
Log into myVRS and check your Member Benefit Profile. It shows your current age, total creditable service, and your projected unreduced retirement date. Running a benefit estimate at multiple future dates lets you see exactly when you'll cross the 90-point line — and what your monthly benefit will be at that date.
