TRS Illinois Service Credit Purchase — Types, Costs, and Deadlines

Why Optional Service Credit Matters

Under the 2.2% formula, each year of credited service adds 2.2% of your Final Average Salary to your annual pension, up to the 75% cap at 34 years. Buying back even one or two years of uncredited service can raise your monthly check by hundreds of dollars — for life. It can also move your eligibility date forward if you're close to a threshold.

But the window has a hard close: most optional service credit must be paid in full before your effective retirement date. Pregnancy and adoption leave purchases are exceptions. Not submitted. Not pending. Fully paid and processed by TRS. For purchases subject to this deadline, missing it means the additional years can't be added to your pension.

Types of Purchasable Service

TRS allows members to buy credit for several categories of prior service:

Out-of-state public school teaching. Up to 10 years of public school teaching in other states or federal territories, provided the service isn't being used toward another public pension. You can't double-dip — if you're drawing a pension from another state for that service, TRS won't let you buy it.

Military service. Up to 5 years total. If the military service interrupted your TRS teaching (you left mid-career to serve), you can claim up to 5 years. For non-interruptive military service — time you served before you ever taught in Illinois — the limit is 2 years.

Recognized Illinois private school service. Up to 2 years of teaching at an ISBE-recognized private school, but only if you have at least 10 years of TRS credit. There's a hard statutory deadline: applications must be submitted on or before June 30, 2028.

Paid student teaching. Under Public Act 103-0525 (effective August 11, 2023), members can purchase credit for paid student teaching performed on or after August 7, 2019.

Leaves of absence. Approved leaves from a TRS-covered position — pregnancy, adoption, or other qualifying leaves — can be purchased back.

What It Costs

The cost formula for most optional service credit is the member contribution rate that was in effect during the service year, plus 6% compounded annual interest from the date contributions would have been due to the date you actually pay. The further back the service, the more interest accumulates. For private school service, the interest rate changes from the actuarially assumed 7% to the regular interest rate (currently 6%) effective January 1, 2027.

Paying With Tax-Deferred Funds

Ask TRS whether a trustee-to-trustee transfer from your 403(b), 457(b), 401(a), or traditional IRA is available for your purchase, and confirm the tax treatment with the plan administrator.

Arrange the transfer well ahead of your retirement date. The receiving end — TRS — takes time to process payments, and a transfer that arrives after your effective retirement date is too late for purchases subject to that deadline.

The Timeline

Start at least 9–12 months before your planned retirement:

  1. Identify all potential service categories from your career history
  2. Request cost statements from TRS for each category
  3. Arrange funding (personal funds, tax-deferred rollover, or a combination)
  4. Submit payment and verify TRS has received and credited it
  5. Confirm the additional service shows on your MyTRSIL record before filing your retirement application
