CalSTRS One-Time Death Payment: Amounts, Eligibility, and How It's Paid

Current Death Payment Amounts

The CalSTRS one-time death payment is a lump sum paid to the member's designated recipient after death. The amount depends on coverage type and whether the member was active or retired at death.

Active member deaths (FY 2026–27):

  • Coverage A: $7,488
  • Coverage B: $29,952

Retired member deaths (FY 2026–27):

  • Coverage A and Coverage B: $7,488

These amounts are set by the Teachers' Retirement Board and adjusted periodically. The Coverage B active-death payment is substantially higher because Coverage B was designed to provide enhanced survivor protection.

Who Receives the Payment

The one-time death payment goes to whoever the member named on the Recipient Designation form (Form MS0002). This is not the same as the option beneficiary — a member can designate different people for the lump-sum death payment and the monthly option continuance.

If the member named both a primary and secondary recipient, the primary receives the full amount. The secondary receives it only if the primary predeceased the member.

If no Recipient Designation form is on file — or if all designated recipients predeceased the member — the payment goes to the member's estate. At that point, the estate typically must go through California probate proceedings. If the total personal property falls below statutory thresholds, a Small Estate Affidavit under Probate Code § 13100 can bypass full probate.

How the Payment Works

CalSTRS processes the one-time death payment after receiving complete documentation — a certified death certificate, proof of the recipient's identity, and the claim forms sent by the assigned caseworker. Processing takes up to 120 calendar days from receipt of all required documents.

The payment is issued as a check or direct deposit to the designated recipient. It is separate from any ongoing monthly survivor allowance — a surviving spouse who receives a monthly option continuance also receives the one-time death payment.

Tax Treatment

The one-time death payment is reported on Form 1099-R. If it is an eligible rollover distribution and paid directly to the recipient, its taxable portion is subject to mandatory 20% federal tax withholding; California state income-tax withholding at 2% is optional on the taxable portion. A direct rollover avoids immediate withholding on the amount rolled over. A non-spouse beneficiary's only CalSTRS rollover option is a direct rollover into an Inherited IRA.

Don't Confuse This With Other Death Benefits

The one-time death payment is just one piece of what survivors may receive. Accumulated DBS account balances, Cash Balance accounts, and any monthly option continuance are all handled separately.
